Relevant rules

'Baseline' is defined in 9/CMP.1, Annex, Appendix B, paragraph 1.

The Guidance on criteria for baseline setting and monitoring sets out the rules for identifying a baseline, choosing a crediting period, setting the project boundary and estimating leakage.

The requirement that projects generate emission reductions that are additional to the baseline scenario is set out in Kyoto Protocol, Article 6.1(b) and 9/CMP.1, Annex, paragraph 31(b).

The Guidance on criteria for baseline setting and monitoring sets out the options for demonstrating additionality, which include using the Tool for the demonstration and assessment of additionality approved for use in the CDM.
