Stakeholder

Stakeholder is defined in 9/CMP.1, Annex, paragraph 1(e) as follows:

"Stakeholders" means the public, including individuals, groups or communities affected, or likely to be affected, by the project (9/CMP.1, Annex, paragraph 1(e)).

Unlike for projects under the Clean Development Mechanism (CDM), the rules for Track 2 Joint Implementation (JI) projects do not require consultation with stakeholders.  However, stakeholders do have an opportunity to comment on the proposed accreditation of independent entities.  A list of independent entities in relation to whom comments are invited from stakeholders is available here.
